Russ Dubisky with SCINS provided the following answers to News19's questions:
News19: If your car floods in your driveway, who is responsible for coverage (homeowners or car insurance)?
Dubisky: If your vehicle floods, damages will be covered by your auto policy.
Do you need special flood insurance for your vehicle like you do for your home? If your car is parked on a street and is damaged by flood waters are you covered?
While no "special" flood policy is required to cover flooded automobiles, you will need comprehensive coverage, which is separate from the state required liability coverage. The same comprehensive coverage is required if your vehicle were covered on the side of a road or in a parking lot, or driving through rushing waters.
If your home floods because of a leak in the roof during heavy rain, do you need flood insurance to cover the repairs?
Flood could generally be defined by rising water that damages a home. If the water damage comes from above (like a hole in your roof) the homeowners' policy would cover the water damage, and no flood policy would be needed in that instance.
If a tree is uprooted in your neighbor's yard and damages your home, whose insurance is responsible for coverage?
If your neighbor's tree falls and damages your house, the claim would typically be made to the insurer of the damaged home. However, if there is a history of the neighbor asking to trim or remove a dead tree before the incident, there may be exceptions and the property from which the tree fell could be held responsible.

Groups Butt Heads About SC Helmet Laws - auto insurance
Anderson County "Mike Tiller had revved up his Harley-Davidson in front a green light when a Chevrolet crashed into the back of his motorcycle. The impact threw Tiller of his bike, and died 12 hours later head trauma, according to Anderson County Coroner Greg Shore.
The accident occurred on August 9 Liberty Highway, one month after Tiller had finished painting a tractor-trailer on U.S. 76 to warn drivers to watch for motorcyclists. The Stark black and white, is hosting a post drivers on their way to Clemson, reminding them to "look twice, save a life.”
Tiller, who was from Pendleton, was employed at Residue Recycling, the polymer company that owns the trailer, for 17 years. He worked on the trailer until 11:30 p.m. some evenings, wiping sweat from his brow and stopping to drink an occasional beer.
“He pushed and pushed so hard to get that trailer painted, and probably about a month after he finished the sign he was a victim himself,” said Chris Hope, plant manager at Residue Recycling. “It makes you stop and think.”
Tiller was 43 when he died.It was one of 57 motorcyclists who were not wearing helmets when they died on the roads in South Carolina in 2011. Motorcyclists not wearing helmets are 80 percent of motorcycle fatalities as of September 13, 76, figures from the State Department of Public Safety show.
Bikers against helmet laws say infringe their personal freedom, while the coroners and trauma surgeons see the end more often fatal motorcycle meet.
Accidents are numerous.
In 2010, the latest year for which statistics are available, 1820 motorcycle accident in South Carolina. The death rate in North Carolina, a state with an all-inclusive helmet law, is drastically lower than in South Carolina.
While 76 motorcyclists have died in South Carolina this year, three motorcyclists have died in North Carolina, according to the state’s Highway Patrol office. The North Carolina State Highway Patrol does not track motorcycle helmet use in fatalities, said Sgt. Jeff Gordon.
