Police Commissioner Karl O'Callaghan told an RAC forum in Bunbury yesterday that the fatal crash rate in regional WA was similar to that in Uganda and Thailand.
He said the country WA road crash rate was more than five times higher than Perth.
"WA's serious and fatal crash rate is four per 100,000 in metropolitan Perth, it's 22 per 100,000 in the regions and that brings us into line with Uganda and Thailand, so we can compare regional WA with two Third World countries," he said.
"Metrocentric" road safety messages had failed to get through to country drivers, who were still more likely to speed and not wear seatbelts on dark, isolated roads.
"Regional WA is vast and there are many parts where it's difficult to get medical assistance in a hurry," Mr O'Callaghan said.
He said parents needed to give young drivers more supervision.
"(Parents) spend half a weekend teaching a kid to kick a footy and hit a cricket ball, but complain bitterly about the amount of hours they need to take their kids through in supervised driving experience to get their driver's licence," Mr O'Callaghan said.
"Ensure your kids get at least 120 hours of supervised driving before they take their test and go out on their own - 25 hours is nowhere near enough.
"We hardly ever have a learner driver killed or injured but the risk elevates four or five times the first time they drive without an adult."
Mr O'Callaghan said parents needed to provide their child with the safest vehicle they could afford.
"About 70 per cent of young people who die on regional roads would be alive if they were in a five-star rated vehicle," he said.
"Kids who are the safest on the roads are those whose parents are the most affluent and can afford to buy cars with that safety rating, so social and economic factors play a role in who lives and who dies on our roads.
