Marquette Heights, North Pekin halting mutual police aid

A three-year legal battle between the city and a police officer it fired appears at the root of the Marquette Heights City Council’s unanimous decision this week to stop providing police assistance to North Pekin and request that North Pekin stop reciprocating.

Mayor Dana Dearborn and the city’s attorney said Friday they can’t reveal why that mutual assistance agreement, a public policy designed to enhance both officers’ and the public’s safety in both communities, was terminated.

And they can’t say why they can’t say, they said.

“If someone wants to come to the next (council) meeting to talk about it, they can bring it up,” Dearborn said. “But we probably will not be able to discuss it.”

Dearborn and City Attorney Mike Tibbs cited legal reasons that they said they could not discuss for refusing to explain the council's decision to end the mutual assistance pact.

Dearborn didn’t even tell North Pekin Village Board President Steve Flowers the reason for the abrupt rift between the communities.

While Dearborn was “very cordial” when he met with Flowers and North Pekin Police Chief Pat Landrith this week, “He just delivered the decree” without explaining it, Flowers said.

Flowers, however, thinks he knows why North Pekin’s police are no longer welcome in Marquette Heights, even if they might be the closest officers available to aid in an emergency.

On Monday night, at the same time the Heights council issued its decree, North Pekin’s board voted to hire Dan Bush as a part-time village police officer.

Bush was fired as a full-time Heights officer in May 2009. He was accused of falsely claiming that Heights Police Chief Roger Pentecost sought to commit insurance fraud by arranging for repair costs for a department squad car damaged in an accident to exceed their original estimate so the city’s insurer, and not his department, would have to pay to replace the vehicle.
