The new regulations, which went into effect Dec. 24, were named "Lacey's Law" in memory of Lacey Gallagher, an 18-year-old Philadelphia student who was killed in a teen-driving crash on April 28, 2007. She was a passenger in an SUV with six other teens, all of whom were injured and none of whom was wearing a seat belt.
A study published this past fall in the Journal of the American Medical Association found that states with tougher teen-driving laws saw substantially reduced fatal crashes among 16-year-old drivers. The JAMA study reported that since 1996, teen-driving restrictions have been associated with 1,348 fewer fatal crashes nationwide among 16-year-old drivers.
But safety proponents agree that one fatality is too many. Statistics show that teen drivers still have the highest crash rate of any age group and are four times more likely than older drivers to be involved in a fatality.
