State workers' health insurance may be next cost ... - Car Insurance

TALLAHASSEE

After forcing state workers to help pay for their pensions this year, lawmakers and Gov. Rick Scott may turn to employees’ health insurance to save money next year.

Workers now have to pay some toward their health care, but not nearly as much as in the private sector. And that is especially true of those classified as “managers” — including lawmakers, who, along with Scott only pay $30 a month for their insurance.

Like the private sector, state government is facing ballooning costs for health care coverage. The $2 billion insurance plan, which covers some 177,000 active and retired employees, is projected to rise to $3 billion by 2014.

And those surging costs come as the state faces another projected $2 billion budget shortfall in the coming year.

Senate President Mike Haridopolos, R-Merritt Island, and other legislative leaders as well as Scott have said the health care plan will have be considered as they look for more savings in state spending, although they have not decided on any specific plan.

“Everything is on the table,” Haridopolos said last month, saying the insurance coverage offered by the state is “far superior to the private sector.”

After grappling with the issue in 2011 session, but opting not to act, lawmakers ordered a review of the system, with a report issued this fall suggesting Florida’s health insurance plan was ripe for change.

The report from Buck Consultants said Florida has an out-dated “paternalistic” insurance program that provided “generous benefits” and few incentives for workers to worry about its costs.

A review by Florida TaxWatch, a business-oriented research group, showed the premiums paid by state workers were substantially less than national averages.

For instance, most state workers, who fall into the “career service” category pay $2,160 a year for family coverage, compared with a $3,996 average nationally, according to the Kaiser Family Foundation. Individual coverage for Florida workers is $600 a year, compared to a $900 national average.
